Abstract

ABSTRACT Prostitution crime is a criminal offense that has been regulated in the rules of law in Indonesia. The crime of prostitution is very troubling and destructive to the future generation of the nation. Because of the dangers posed by these prostitution crimes, various district / municipalities in the country have been born many local government policies to close prostitution localization in their respective regions. In Kota Jambi, precisely on October 13, 2014 has been done closing the localization of large-scale prostiusi centered in Payo Sigadung, Kelurahan Rawasari Kecamatan Alam Barajo (formerly Kecamatan Kota Baru) and Langit Biru in Jambi Selatan. The closure of these both localization is based on Perda No. 2 Tahun 2014 about Pemberantasan Pelacuran dan Perbuatan Asusila. In terms of tackling the crime of prostitution in the city of Jambi in 2014, the Government of the city of Jambi to take the approach of Restorative Justice is a way of tackling the crime outside of the criminal law. The implementation of restorative justice was conducted in the form of deliberation is done several times meeting with elements of Forkopimda the city of Jambi, law enforcement authorities, the DPRD of the city of Jambi, religious leaders, community leaders, representatives of PSK and the pimp localization of Payo Sigadung DAN Langit Biru City of Jambi. This meeting produced an agreement, namely: (1) the closure of Localization, (2) the grant of a Compensation Fund, education and skills training, (3) Extension of religion, and (4). Health Counselling. With the use of methods of restorative justice is no perpetrators crime when it imposed sanctions a criminal offence. In the implementation of this restorative justice program coordination and cooperation is done by the government of Kota Jambi with various parties, including cooperation with TNI and POLRI, Forkopimda elements, community leaders and community organizations. The implementation of restorative justice done by Kota Jambi Government in 2014 encountered several obstacles faced, and from every obstacle faced has been made various efforts to overcome these obstacles.
