Abstract

ABSTRAK Rahma Amelia / B 18031029 / 2021 / Kajian Kriminologis Tindak Pidana Penyalahgunaan Narkotika Golongan I Oleh Oknum Aparatur Sipil Negara Kementrian Hukum Dan Ham Di Kabupaten Tanjung Jabung Barat / Dr. S. Sahabuddin, S.H., M.Hum., sebagai Pembimbing 1 / Dr. Ibrahim, S.H., M.H., LL.M., sebagai Pembimbing 2 Penyalahgunaan narkotika di Indonesia saat ini sudah sangat membahayakan. Hal ini terlihat dengan makin banyaknya pengguna narkotika dari semua kalangan dan peredaran narkotika yang terus terjadi. Namun yang lebih memperihatinkan, penyalahgunaan narkotika akhir-akhir ini justru ada yang dari kalangan Aparatur Sipil Negara (ASN). Tujuan penelitian ini adalah Untuk menganalisis Faktor penyebab Penyalahgunaan Narkotika Golongan I Oleh Oknum Aparatur Sipil Negara Kementrian Hukum Dan Ham Di Kabupaten Tanjung Jabung Barat, Untuk menganalisis Penanggulangan Penyalahgunaan Narkotika Golongan I Oleh Oknum Aparatur Sipil Negara Kementrian Hukum Dan Ham Di Kabupaten Tanjung Jabung Barat. Di dalam penulisan Tesis ini penulis gunakan tipe penelitian Yuridis Empiris, sedangkan pendekatan yang digunakan adalah Socio-Legal Research. Terdapat faktor yang bersifat eksternal dan faktor yang bersifat internal penyebab terjadinya Penyalahgunaan Narkotika Golongan I Oleh Oknum Aparatur Sipil Negara Kementrian Hukum Dan Ham Di Kabupaten Tanjung Jabung Barat antara lain Faktor eksternal yang bersumber dari luar individu seorang Aparatur Sipil Negara (ASN), yaitu seperti lingkungan tempat tinggal yang buruk seorang Aparatur Sipil Negara (ASN), pergaulan yang negatif dari seorang teman diluar lingkungan Aparatur Sipil Negara (ASN) Kementrian Hukum Dan Ham Di Kabupaten Tanjung Jabung Barat tersebut, kemudian Faktor internal yang bersumber dari dalam diri individu seorang Aparatur Sipil Negara (ASN), seperti lemahnya keimanan, rasa ingin tahu, coba-coba dan lemahnya mental dan gangguan kepribadian seorang Aparatur Sipil Negara (ASN) Kementrian Hukum Dan Ham Di Kabupaten Tanjung Jabung Barat tersebut. Penanggulangan yang dilakukan oleh Pihak Direktorat Reserse Narkoba Kepolisian Daerah Jambi ialah dengan melakukan upaya yang bersifat Preventif dan Represif dengan tujuan menekan Penyalahgunaan Narkotika Oleh Aparatur Sipil Negara dilingkungan pemerintahan Kabupaten Tanjung Jabung Barat. Saran yang dikemukakan bahwa Hendaknya untuk setiap institusi pemerintahan perlu dilakukannya seleksi yang lebih ketat terhadap calon aparatur sipil negara, penyeleksian yang ketat oleh pemerintah baik pusat maupun daerah dalam melakukan penerimaan Pegawai Aparatur Sipil Negara bertujuan untuk meminimalisir calon Pegawai aparatur sipil negara yang terlebih dahulu pernah menggunakan narkotika. Sahabuddin, S.H., M.Hum., as 1st advisor and Dr. Ibrahim, S.H., M.H., LL.M., as 2nd advisor. The misuse of narcotics in Indonesia is now very dangerous. This can be seen with the increasing number of narcotics users from all walks of life and the continuing circulation of narcotics. But what is more worrying is the recent narcotics abuse from among the State Civil Service (ASN). The purpose of this study was to analyze the causes of Narcotics Abuse Category I by State Civil Apparatus Ministry of Law and Human Rights in West Tanjung Jabung Regency, to analyze the Countermeasures for Class I Narcotics Abuse by State Civil Apparatus Ministry of Law and Human Rights in West Tanjung Jabung Regency. In the writing of this thesis, the writer uses juridical empirical research type, while the approach used is socio-legal research. There are factors that are external in nature and factors that are internal in nature that cause the occurrence of Category I Narcotics Abuse by State Civil Apparatus, the Ministry of Law and Human Rights in West Tanjung Jabung Regency, including external factors that come from outside the individual as a State Civil Apparatus (ASN), such as the environment bad residence of a State Civil Apparatus (ASN), negative associations from a friend outside the State Civil Apparatus (ASN) of the Ministry of Law and Human Rights in Tanjung Jabung Barat Regency, then internal factors that come from within the individual of a State Civil Apparatus (ASN), such as weak faith, curiosity, trial and error and mental weakness and personality disorder of a State Civil Apparatus (ASN) of the Ministry of Law and Human Rights in West Tanjung Jabung Regency. The countermeasure carried out by the Jambi Regional Police's Narcotics Research Directorate is to make preventive and repressive measures with the aim of suppressing Narcotics Abuse by State Civil Servants within the government of Tanjung Jabung Barat Regency. The suggestion put forward is that every government institution should carry out a more stringent selection of candidates for state civil servants, strict selection by the government, both central and regional in the recruitment of State Civil Service Employees, aiming to minimize candidates for state civil servants who have previously used narcotics.
