Abstract

ABSTRACT Crime is one of the deviant behaviors that always exists and is inherent in every form of society, in the sense that criminal acts will always exist such as disease and death that always recur as well as the seasons that always change from year to year. Regarding unlawful acts, one form of criminal action is trading in illegal fuel oil as stipulated in Article 55 of the Law of the Republic of Indonesia Number 22 of 2001 concerning Oil and Natural Gas. The problem raised is what are the factors behind the occurrence of the criminal act of illegal fuel oil trade by unscrupulous people in the Jambi city area, what are the efforts to prevent the occurrence of the criminal act of illegal fuel oil trade by unscrupulous people in the Jambi city area. The specification of this research is descriptive analytical research. In writing this thesis, the writer uses the Juridical Empirical research type, while the approach used is Socio-Legal Research. Material collection techniques are carried out using Purposive Sampling. The driving factors for unscrupulous community actors to trade fuel oil illegally or without permission, especially in the Jambi City Region, are starting from the factor of food and clothing and economic needs. The Directorate of Special Criminal Investigation (Ditreskrimsus) of the Jambi Regional Police made efforts as a form of prevention of criminal acts of illegal fuel oil trading, these efforts were preventive and repressive efforts. The suggestions put forward should be that the community must cooperate as well as quickly report to law enforcement officials, namely the Police if in their area there are activities/activities trading fuel oil illegally or without permission. This is intended so that the oil can be enjoyed by the public in general and to prevent irregularities in the distribution of the oil in particular.
