Abstract

ABSTRAK Moh Choiril Umam Fauzy / B 18031039 / 2021 / Kajian Kriminologis Terhadap Modus Operandi Peredaran Narkotika Di Wilayah Perairan Kabupaten Tanjung Jabung Barat (Studi Kasus Nomor: BP/32/III/Res.4/2019/Ditresnarkoba) / Dr. Amir Syarifuddin, S.H., M.H., sebagai Pembimbing 1 / Dr. M. Narkotika ialah bahan zat atau obat yang berasal dari tanaman, baik sintetis maupun semisintetis yang dapat menimbulkan ketergantungan sebagaimana terlampir dalam Undang-Undang Republik Indonesia Nomor 35 Tahun 2009 Tentang Narkotika. Tujuan penelitian ini adalah Untuk menganalisis Modus Operandi Peredaran Narkotika Di Wilayah Perairan Kabupaten Tanjung Jabung Barat Dalam Perkara Nomor: Bp/32/III/Res.4/2019/Ditresnarkoba, Untuk menganalisis hambatan di hadapi dalam mengantisipasi perkembangan Modus Operandi Peredaran Narkotika Di Wilayah Perairan Kabupaten Tanjung Jabung Barat, Untuk menganalisis upaya mengatasi hambatan dalam mengantisipasi perkembangan Modus Operandi Peredaran Narkotika Di Wilayah Perairan Kabupaten Tanjung Jabung Barat. Di dalam penulisan Tesis ini penulis gunakan tipe penelitian Yuridis Empiris, sedangkan pendekatan yang digunakan adalah Socio-Legal Research. Modus operandi jaringan narkotika sudah sangat terorganisir (Organizeci Crime) dan sudah bersifat transnasional (Transnational Crime) yang dapat mengancam generasi bangsa dan negara mengingat saat ini jaringan narkotika melihat Indonesia sebagai pasar utama yang berpotentsi atas peredarannya seperti yang terjadi di Perairan Tanjung Jabung Barat Kuala Tungkal dalam kasus pelaku Atas Nama Ronal 36 tahun. Tersangka menggunakan modus baru untuk mengelabui aparat penegak hukum. Sabu tersebut berbentuk cair dan dimasukkan dalam botol minuman kaleng (Soft Drink). Pelaku ialah sebagai kurir yang Keluar masuk Indonesia dari Malaysia melalui Batam secara tidak resmi kembali secara tidak resmi. Dalam Mengantisipasi tentunya pihak Penegakan Hukum khususnya Kepolisian Resor Tanjung Jabung Barat menemui faktor penghambat yaitu Faktor Internal dan Faktor eksternal. Menindaklanjuti peredaran narkotika maka Pihak Kepolisian Resor Tanjung Jabung Barat melakukan upaya-upaya untuk Mengantisipasi Perkembangan Peredaran Narkotika melalui lintas perairan yang bersifat Pre-Emtif, Preventif dan Represif. The purpose of this study was to analyze the Operational Mode of Narcotics Circulation in the Waters of Tanjung Jabung Barat Regency in Case Number: Bp / 32 / III / Res.4 / 2019 / Ditresnarkoba, To analyze the obstacles faced in anticipating the development of the Operational Mode for the Circulation of Narcotics in Waters. West Tanjung Jabung Regency, To analyze the efforts to overcome obstacles in anticipating the development of the Operational Mode for the Circulation of Narcotics in the Waters of West Tanjung Jabung Regency. In the writing of this thesis, the author uses the juridical empirical research type, while the approach used is socio-legal research. The modus operandi of the narcotics network is highly organized (Organizeci Crime) and transnational (Transnational Crime) which can threaten the generation of the nation and the state considering that currently the narcotics network sees Indonesia as the main market with potential for its circulation, such as what happened in the waters of Tanjung Jabung Barat Kuala Tungkal. in the case of perpetrator On behalf of Ronal 36 years. The suggestion put forward is that there is a need for regular supervision, namely through the ix patrol function which aims to prevent or anticipate the development of the circulation of narcotics entering through the waters, especially in the waters of West Tanjung Jabung Regency.
